The new draft is expected to provide strong enough regulations to foster anti-smoking strategy. According to the new draft, selling anything less than a packet of 20 cigarettes will be barred. The regulation aims at preventing children from buying single cigarettes, Quang said, adding that in other countries people can only buy whole packets of cigarettes, but in Vietnam people are accustomed to buying singles. This facilitates low-income earners and children into the habit, by making cigarettes available and affordable.
