Cigarette Smoking in Vietnam
law controlling smoking and other new regulations requiring warning images to be printed on cigarette packets will be applied soon, as the Health Ministry moves toward tighter control. In order to put forward Vietnams commitments to the International Convention Framework on Tobacco Control, a new law on smoking has been on the drafting table since the beginning of the year, said Mr. Nguyen Huy Quang, Deputy Director General of the Health Ministrys Legal Department. Currently Vietnam has several laws that govern the issue, but controls are so loose that old habits are proving hard to kick. For instance, the two most common issues of selling cigarettes to children and smoking in public places have been addressed with a total ban, yet punishment is seldom, if ever, enforced. The new draft is expected to provide strong enough regulations to foster anti-smoking strategy. According to the new draft, selling anything less than a packet of 20 cigarettes will be barred. The regulation aims at preventing children from buying single cigarettes, Quang said, adding that in other countries people can only buy whole packets of cigarettes, but in Vietnam people are accustomed to buying singles. This facilitates low-income earners and children into the habit, by making cigarettes available and affordable.
